New Inspection Regime (NIR)
The Tokyo MOU will introduce the new inspection regime (NIR) from 1st January 2014.

Flags Meeting Low Risk Criteria
In accordance with procedures of the NIR, an up-to-date list is published on this page of flag States which meet the flag criteria for a low risk ship (i.e. High performance).
Flags who’s total number of inspections over a 3-years rolling period does not reach the minimum of 30 are not included in the flag performance list Tokyo MOU. Consequently some flags cannot meet the criteria for their ships to qualify as Low Risk Ships under the Tokyo MOU due to non-compliance with the minimum inspections required.

ROs Meeting Low Risk Criteria
In accordance with procedures of the NIR, an up-to-date list is published on this page of ROs which meet the RO criteria for a low risk ship (High performance + Recognized by one or more Tokyo MOU members).
ROs who’s total number of inspections over a 3-years rolling period does not reach the minimum of 60 are not included in the Tokyo MOU RO performance list. Consequently some ROs cannot meet the criteria for their ships to qualify as Low Risk Ships under the Tokyo MOU, despite being recognized by one or more Tokyo MOU members.
